Property Tax Assessment Appeal Hearings Management Services RFP

The Council of the City of New Orleans ("Council") sits as the Board of Review ("Board") for property tax appeals for Orleans Parish. Due to the volume of appeals expected for the upcoming assessment year, the Board desires to engage a private firm to administer the hearing process on the Board's behalf. This solicitation is being made pursuant to the provisions of the Home Rule Charter of the City of New Orleans and in accordance with Rule 45 of the Council's rules regarding competitive selections for professional service contracts, and is subject to ratification by a majority vote of the City Council. Design, Implementation and Maintenance of a Computerized Agenda Preparation and Document Management System RFP

The Council of the City of New Orleans is soliciting proposals parties to design, implement and maintain a comprehensive, scalable, and flexible agenda preparation and document management system. The Request for Proposals is available below, or may be obtained from the Office of the Clerk of Council, Room 1E09, City Hall, 1300 Perdido Street, (504) 658-1110. A preproposal conference will be held on Monday, September 27, 2010 at 1:00 p.m. in City Council Chambers, City Hall, 1300 Perdido Street. Proposals must be received by 3:00 p.m. Monday, November 1, 2010.


WiFi System and Support for the New Orleans City Council Chamber RFP
12/8/09
The City Council of New Orleans seeks a consultant to install a WiFi system in the Council Chamber which allows a number of simultaneous users in the audience to access the internet.

The City Council of New Orleans is interested in creating access to the internet for people attending meetings in the Council Chamber. This system must use a separate backbone to the internet (it may not ride on the City's network). When reviewing the backbone price quotes, vendor must provide the City with the estimated number of simultaneous users. There should be a firewall on the front end of the system. The recommended wireless band would be in 802.11n. Vendor is responsible for the wiring and power to the access point, router and switch. The contractor must offer an annual contract to support the system, with 24 hour turn around service and 72 hour restoration of service under the contractor's control. The contractor must find the best rate for carriage of the traffic, and recommend that carrier to the Clerk of Council, with the Clerk making a direct contract for carriage. A pre-RFP conference will be held on Dec. 18 at 10 am at City Hall in New Orleans, in the Clerk of Council's conference room.


Independent Monitor RFQ Re-Issue

The Council of the City of New Orleans (Council), in accordance with the New Orleans Home Rule Charter and the Louisiana Constitution, acts as retail regulator for electric and gas utility services in Orleans Parish, Louisiana. The Council is seeking the services of a qualified individual or firm with the requisite experience and capability to serve as an Independent Monitor (IM) to independently oversee all aspects of Entergy New Orleans, Inc. (ENO) solicitation of interest and administration of a Request for Proposals (RFP) process and its selection and recommendation to the Council of a Third Party Administrator (TPA). The TPA will be retained by ENO, upon mutual consent by the Council, to implement, deliver, administer, and conduct measurement and evaluation of the energy conservation and demand side programs approved by the Council in Council Docket UD-08-02 (Energy Smart Plan).

Interested individuals and firms should review the scope of services hereinbelow and submit a response based on the requirements enumerated in this Request for Statement of Qualifications (RFQ).

The Council for the City of New Orleans (“Council”), in accordance with Section 3-130 of the New Orleans Home Rule Charter, and the Louisiana Constitution, acts as retail regulator for electric and gas utility services in Orleans Parish, Louisiana. It regulates Entergy New Orleans, Inc. (ENO) and Entergy Louisiana, LLC (ELL) in the provision of electric and natural gas services in Orleans Parish. Both ENO and ELL are wholly owned subsidiaries of Entergy Corporation (Entergy), a multistate holding company.

The Council Utilities Committee (CUC) serves as the Council Committee responsible for making recommendations to the full Council on all electric and natural gas regulatory issues. The Council Utilities Regulatory Office (CURO) is the administrative office of the Council responsible for providing in-house staff to the Council on these same issues and works with the legal and technical consultants retained by the Council to carry out and fulfill its regulatory responsibilities. The present Council budget for all costs associated with retail utility regulation is in excess of $6,000,000 per year.

As regulator, the Council has exclusive jurisdiction over the rates, reliability, and terms and conditions of service in Orleans Parish, and is an active participant in numerous matters before the Federal Energy Regulatory Commission (FERC), Securities and Exchange Commission (SEC), federal and state courts and in matters before Congress affecting utilities and rates.

Services for Recruitment of the Director of the City Council Utilities Regulatory Office

The City Council of New Orleans, Louisiana, exercises primary regulatory jurisdiction over the provision of electric and natural gas services in the city and administers the franchises and permits of electric, natural gas, thermal energy, cable and telecommunications providers in Orleans Parish. The City Council wishes to retain the services of a nationally recognized executive search firm to identify and recruit qualified candidates for its recently vacated position of Director of City Council Utilities Regulatory Office. The Council is seeking proposals from qualified executive search firms with demonstrated successes and extensive background and experience in performing executive search recruiting services in the regulated utilities industry with in depth experience in the placement of individuals with regulatory experience.
